Senedd set to debate 20mph default speed limit

The Senedd will debate whether to axe Wales’ controversial 20mph default speed limit this week following calls for a “targeted approach” instead.

The motion, brought forward by the Welsh Conservatives, will also call for a review of the current strict criteria for new road building in Wales.

Under new Welsh Government rules, road projects must not increase carbon emissions, increase the number of cars on the road, lead to higher speeds and higher emissions, and must not negatively impact the environment.

In February 2023, following a year long review, all major road building projects in Wales were scrapped including the planned third Menai bridge.

The “groundbreaking” policy has been described as “world-leading and brave” by environmental campaigners.

The motion calls for a review of the road building tests with a view to implementing all previously scrapped schemes.

In the Senedd on Wednesday (April 17), Tory MSs will also propose that the government invest in better public transport to make buses and trains “more competitive with travelling by car”.

‘War on Motorists’ 

Welsh Conservative Shadow Transport Minister, Natasha Asghar MS, said: “Labour Ministers in Cardiff Bay continue to push their anti-motorist agenda, with drivers being forced out of their vehicles through Labour Government policy.

“The people of Wales want to get on with their daily lives, yet Labour’s lack of investment in public transport, road building ban, and 20mph speed limits are preventing them from doing exactly this.

“In the Senedd next week, we’ll be calling on the Welsh Labour Government to end their war on motorists, scrap their road building ban and 20mph speed limits, and to get Wales moving again.”

Wales’ controversial 20mph default speed limit was rolled out in September last year and saw most roads that were 30mph switch to 20mph.

A record breaking Senedd petition calling for the default to be reversed racked up almost half a million signatures.

The Welsh Government has said that cutting the limit to 20mph will protect lives and save the NHS in Wales £92m a year.

The Welsh Conservatives say the Welsh Government’s transport policies are “not fit for purpose”.

The Tories have brought several motions before the Senedd calling for the road regulation to be reversed but none have been successful.

They also led a no confidence vote in the minister who led the introduction of the 20mph speed limit but it too failed to pass.

The deputy minister in charge of transport, Lee Waters stepped down from the role before the Senedd broke for Easter recess in March.

Cabinet Secretary for North Wales and Transport, Ken Skates will now oversee Wales’ transport.

Motion

The motion which will be debated on Wednesday reads:

To propose that the Senedd:

1. Believes the Welsh Government’s transport policies for Wales are not fit for purpose.

2. Regrets the North and South transport divide in Wales, with £50m allocated to the North Wales Metro, and over £1bn to the South Wales Metro.

3. Calls on the Welsh Government to urgently:

a)  undertake a review of the current road building tests with a view to implementing all previously scrapped schemes that will boost economic growth or enhance road safety;

b) reverse the Restricted Roads (20mph Speed Limit) (Wales) Order 2022 and adopt a targeted approach to 20mph speed limits in Wales; and

c) invest in public transport to make buses and trains more competitive with travelling by car.

A Welsh Government spokesperson said: “The Cabinet Secretary has been clear that his immediate priority on 20mph is to listen. To support this, in the weeks ahead he will be engaging with elected representatives, businesses and communities across Wales.”

It’s NOT a “war on motorists”. The 20 mph limit in many built-up areas is a safety measure which applies in lots of areas in England and Scotland is aimed at reducing traffic accident.

If you drive through London, you will pass through miles of roads with a 20mph limit. Now that the steam of indignation from petrol-heads has been dissipated, people are seeing the sense of the move here in Cymru. Mothers of young kids are grateful that the rat-runs are being slowed down. What is needed is more enforcement, too.

Hey, Welsh Tory Party, it is not a war on motorists. Your leaders in No10 are top dogs at this. Stop peddling misinfo and lies. (though it is 100% what I expect you to do in the Welsh Cons) In my daily life the 20mph has no financial impact. Your leaders in No10 cost me many hundreds of pounds each year. Work that one out, if you think Labour are way on motorists then Conservative are causing armageddon on motorists. It will cost over three billion this is their estimates
And as saving life’s
People are dying every week because they cannot get treatment .
Doctors will not come to Wales because they pay less and they are leaving
They got no priorities every public service has declined since the Senedd was formed please would you wake up

Dictatorship? How so? The Welsh government is elected via a free and fair electoral process held at regular five year intervals, just because the result isn’t what you wanted doesn’t make it a dictatorship so grow up and get over yourself.

Interesting how this is being gamed. Part of the Conservative ploy is non compliance, they wont say that out loud. But getting people to think it is wrong and break the limits daily. And then they will say that when they get to power they will blow several million from day one to get rid of it. I would expect a competent party to not try to force non compliance and belittle it but rather say they will wait for the information to come in then take a stand. The Tory part here has now embraced the one policy act that their London masters are pushing in England. There it is ” stop the boats” and here it is ” stop the 20 mph ” roll out, while the Tory press are running on the get ” Angela Rayner ” line. Meanwhile there are wars being conducted and the slaughter of innocent people continues, and this is all they have to offer. Totally devoid of not only ideas, put compassion and any sense of decency.

It’s a laugh when they say it would save the NHS millions of pounds every year at the 20pmh restrictions. I for one live on a busy main road and see at least 3 accidents a week with since the new restrictions in place. Sirens are constantly going off everyday past my house it’s a nightmare! I’m not against the 20mph restrictions I’m just merely stating that in my area where lorries, vans, cars and etc pass there is a significant increase in accidents. I really think some roads should be reviewed and put back to 30mph especially where data… Read more »

You do realise that it’s entirely up to the local authorities to decide on which roads should be exempt from the 20mph limit? If you believe that your local road should be exempt then lobby your local authority.
