£750m construction programme launched to build homes across Wales

A new construction programme worth up to £750m has been launched to support the building of thousands of homes across Wales.

Housing provider Codi Group has joined forces with Ateb, Hedyn and United Welsh to create a shared list of approved contractors which the four housing associations will be able to use for projects over the next four years.

The organisations say the arrangement should make it easier to plan a long-term programme of construction while giving both smaller Welsh firms and larger contractors opportunities to secure work.

Projects will include social housing, homes for sale and other residential developments across Wales.

The £750m figure represents the estimated maximum value of work which could be awarded through the framework rather than money already committed to individual developments.

Contractors will be selected for different categories depending on the size and location of developments.

These range from schemes of up to 20 homes in east and west Wales through to developments of more than 100 properties. Up to 48 contractors can be appointed across the framework.

The framework is expected to begin in April 2027 and run for three years, with the option of extending it for another year until March 2031.

Codi Group, which was formed through the merger of Linc Cymru and Pobl in 2024, manages nearly 25,000 homes and plans to deliver more than 4,500 new homes over the next five years.

Neil Barber, executive director of property and investment at Codi Group, said: “This framework represents an important step forward in how we plan and deliver homes across Wales.

“It supports Codi’s ambition to deliver at scale while staying rooted in local communities — investing in existing neighbourhoods, supporting low-carbon and energy-efficient solutions, and creating opportunities through skills and training.

“By engaging contractors early and working collaboratively with our partners, we can deliver high-quality projects that make a lasting, positive impact for people and places.”

He said bringing the four housing associations together should also open up opportunities for a broader range of contractors and provide better value for money.

Affordable homes

Daniel Teale, procurement manager at Ateb Group, said: “By joining forces, we can create a clearer, longer-term pipeline of work, helping us deliver more high-quality, affordable homes for the communities we serve.

“The framework’s emphasis on early engagement, social value and opportunities for contractors of all sizes, including SMEs, will deliver value for money and better outcomes for residents and the wider Welsh construction sector.”

Companies interested in joining the framework have until November 20 to submit bids, with appointments expected to be made in February 2027.
